Practice Summary

Sandy's practice focuses on municipal and corporate law and the representation of closely-held companies, family owned businesses and municipalities, state and local agencies, including all aspects of corporate and bond financings, acquisitions, leasing, debt restructuring, documenting business transactions and complex contract review. She has been a member of the firm's Corporate and Business Law Group and worked in public finance since 1986.

She has worked with several government entities to address Other Post Employment Benefit (OPEB) issues, and in 2007, obtained a favorable private letter ruling for the Town of Bristol in connection with the establishment of a Section 115 Trust. Sandy has lectured and written articles on OPEB as well as appeared on local TV speaking on her experience representing the Town of Bristol on OPEB initiatives.

Her experience in the public finance area includes bond counsel, underwriter's counsel, counsel to letter of credit issuers, counsel to tax exempt organizations issuing bonds through conduit financings, and counsel to corporate trustees and escrow agents. Sandy represents the Bristol County Water Authority, Prudence Island Water District, Town of Bristol; Bristol Warren Regional School District; Rhode Island Resource Recovery Corporation; Providence Redevelopment Agency, has represented several cities and towns and state agencies in Rhode Island. She is recognized as being a past solicitor to the Towns of Bristol and Barrington.
